In our news wrap Tuesday, Russian President Vladimir Putin met with Turkey's Recep Tayyip Erdogan in Ankara, where they approved plans for Russia to build Turkey's first nuclear power plant. Also, high-speed trains stood still in France as a series of strikes began against the national rail system.
